Mr. Sédiko DOUKA is the current MD/CEO of JEDC since 13th October 2025. Previously, he was the ECOWAS Commissioner in charge of Infrastructure, Energy, Mines, Water Resources, Digitalization, and Postal Services from 15th July 2022 to 30th September 2025. From March 1, 2018, to July 14, 2022, he was ECOWAS Commissioner for Energy and Mines. Mr. DOUKA has 36 years of professional experience in planning, design, resources mobilization, coordination, monitoring and evaluation of regional programs and projects, formulation and harmonization of regional policies, strategies, initiatives as well as procurement in the transport, energy, telecoms, and water resources as well as in the geo-extractive sectors. He also has a good knowledge of the rules and procedures of the main development partners, with international experience of 23 years including three years in the United Nations System (UNECA) and 14 years at the ECOWAS Commission where he held the position of Director of the ECOWAS Infrastructure Project Preparation and Development Unit (PPDU) before becoming Commissioner. He has a deep knowledge of regional integration, policy dialogue, interactions with Governments, public and private sectors as well as stakeholders’ engagement.

Mr. DOUKA joined ECOWAS in 2009 as Regional Advisor on Infrastructure Development, and staff of the United Nations Economic Commission for Africa (UNECA) within the framework of technical cooperation between ECOWAS and UNECA (2009-2011). In that role, he participated deeply in the inception and validation process of the PIDA Study. Previously, He worked for 7 years (2002-2009) at the Headquarters of the Agency for the Safety of Air Navigation in Africa and Madagascar (ASECNA) in Dakar, Senegal, a multinational organization composed of 18 Member States and at the Niger Republic Public Power Company, NIGELEC for 11 years (1991-2002), a Parastatal in charge of the generation, transmission, distribution, and marketing of electricity in the Republic of Niger.

As legacy during his tenure as Commissioner, Mr Douka has been instrumental in the establishment of some ECOWAS specialized Agencies, including the Project Preparation and Development Unit (PPDU), the ECOWAS Regional Electricity Regulatory Authority (ERERA), and the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE). He also served as the ECOWAS Focal Person for the African Union's Programme for Infrastructure Development in Africa (PIDA). He played a major role in the adoption of West African Power Pool (WAPP) generation and transmission Master Plan and it implementation as well as the launch of the regional electricity market in June 2018. In this capacity, he oversaw the implementation of several critical regional integration projects, most notably the electricity interconnection of 14 ECOWAS member States and the operationalization of the regional electricity market of WAPP. Other major projects are the Abidjan-Lagos Highway (1,028 km), Praia-Dakar-Abidjan Highway (3,500 km), Nigeria-Morocco gas pipeline (6,800 km) crossing 16 countries.

Under his leadership, regional energy demand coverage increased from 43% to 55%. He also facilitated the adoption of more than thirty Community texts and reforms, which included the regional mining act, electricity act, illegal mining regulation, petroleum code, hydrocarbon sector development policy, road safety policy, road maintenance funding, and frameworks for local content and corporate social responsibility in geo-extractive sectors [1] among others.

He left the ECOWAS Commission in September 2025 sequel to the withdrawal of his country from this Organisation.

He holds a Master’s Degree in Electrical Engineering from Ecole Supérieure Interafricaine de l'Electricité (ESIE) Bingerville - Côte d'Ivoire, a Master’s in Business Administration and a Master's degree in Finance from the University of Dakar (Senegal). He also holds several certificates including Transport Economics (Universite de Lyon 2, France) and Projects Management (Ecole Nationale de l’Aviation Civile, ENAC Toulouse, France). Mr. DOUKA is married and has children. He is fluent in French, English, and Hausa, his native Language
